The “Orientation Program for Councillors and Women’s Development Committee Members 2026,” conducted by the Local Government Authority (LGA), successfully concluded on 14 May 2026.
The five-day programme, held from 10 to 14 May 2026, was jointly organised by the LGA and the Maldives Institute of Local Governance (MILG) to familiarise newly elected members of island councils and Women’s Development Committees (WDCs) with their roles and responsibilities.
The programme aimed to equip participants with the knowledge and practical understanding required to effectively carry out their duties. Sessions focused on strengthening the administrative and management capacity of councils and WDCs, while also providing guidance on governance, legal procedures, and institutional responsibilities.
Although all councils and Women’s Development Committees (WDCs) were invited to participate in the programme, attendance was based on the interest of the respective councils and WDCs. As such, representatives from 174 councils and 166 WDCs took part in the programme. In addition, a total of 74 Secretary Generals and administrative staff members also participated in the sessions.
Due to budget constraints, the orientation programme was conducted online. However, participants were requested to gather at their respective council offices, where arrangements were made for members to attend the sessions collectively. This setup enabled participants to engage in discussions as teams and exchange ideas throughout the programme.
According to feedback received through post-programme evaluations, many participants highlighted the importance of conducting such orientation programmes in person in the future to further improve effectiveness and engagement.
Unlike previous terms, this year’s orientation programme was conducted before the official swearing-in ceremony. As a result, councillors and WDC members are expected to take their oath of office on 17 May 2026 with a clearer understanding of their responsibilities and duties.
Throughout the programme, participants received information on decentralisation and the local governance system, the legal framework governing councils and WDCs, development planning, public participation, administrative and financial management, access to information, digital governance, performance management, and principles of good governance.
The sessions were facilitated by officials from the LGA, the Civil Service Commission, and the Information Commissioner's Office. In addition, the MILG team remained available online throughout the programme to respond to participants’ questions. Dedicated Q&A sessions were also held at the end of each day to provide further clarification and encourage discussion among participants.

ކައުންސިލަރުން އަދި އ.ތ.މ.ކގެ މެންބަރުންގެ ދައުރާއި ޒިންމާއާއި މަސްއޫލިއްޔަތުތައް
އަންގައިދީ، އެ ފަރާތްތަކުގެ މަސްއޫލިއްޔަތުތައް އަދާކުރުމަށާއި ކައުންސިލްތަކާއި އ.ތ.މ.ކތަކުގެ
ހިންގުން ހަރުދަނާކުރުމަށް އެކި ދާއިރާތަކުން ބޭނުންވާ މުހިއްމު މަޢުލޫމާތު ފޯރުކޮށްދިނުމެވެ.

އަމާޒުކޮށްފައިވަނީ، މުޅިން އަލަށް ކައުންސިލްތަކާއި އ.ތ.މ.ކތަކަށް އިންތިޚާބުވި މެންބަރުންނަށެވެ.
އެހެންނަމަވެސް ކައުންސިލްތަކާއި އ.ތ.މ.ކަތަކުގެ އެންމެހައި އިންތިޚާބީ މެންބަރުންނަށާއި، ސެކްރެޓަރީ ޖެނެރަލުންނާއި އިދާރީ މުވައްޒަފުންގެ ތެރެއިން، ޕްރޮގްރާމްގައި ބައިވެރިވެވަޑައިގަތުމުގެ
ޝައުޤުވެރިކަން ފާޅުކުރެއްވި ފަރާތްތަކަށް ޕްރޮގްރާމްގައި ބައިވެރިވުމުގެ ފުރުސަތު
ދީފައިވެއެވެ. މިގޮތުން 174 ކައުންސިލާއި، 166 އ.ތ.މ.ކ.ގެ ފަރާތުން މި ޕްރޮގްރާމްގައި
ބައިވެރިވެވަޑައިގެންފައިވެއެވެ. އަދި ސެކްރެޓަރީ ޖެނެރަލުންނާއި އިދާރީ މުވައްޒަފުންގެ
ތެރެއިން 74 ބޭފުޅުންވެސް މި ޕްރޮގްރާމްގައި ބައިވެރިވެވަޑައިގެންފައިވެއެވެ.

ވަނީ ހަމަޖައްސައިދީފައެވެ. މިގޮތަށް ކައުންސިލް އަދި އ.ތ.މ.ކގެ މެންބަރުން އެއް
ތަނަކުން ޕްރޮގްރާމްގައި ބައިވެރިވުމުގެ އިންތިޒާމް ހަމަޖެހިފައި އޮތުމުން،
ތަމްރީނުގެ ސެޝަންތަކުގައި ފޯރުކޮށްދެވުނު މައުލޫމާތާމެދު، ޓީމެއްގެ ގޮތުގައި
މަޝްވަރާކޮށް ޚިޔާލުބަދަލުކުރުމުގެ ފުރުސަތު ފަހިވެގެން ދިޔައެވެ. ޕްރޮގްރާމް
އިތުރަށް ފުރިހަމަކުރުމާ ގުޅޭގޮތުން ބައިވެރިން ހިއްސާކޮށްފައިވާ ޚިޔާލުތަކުގެ
ތެރެއިންވެސް އެންމެ ގިނަ ޢަދަދަކަށް ބައިވެރިން ފާހަގަކޮށްފައިވަނީ،

އ.ތ.މ.ކތަކުގެ މެންބަރުން މަޤާމަށް އަހުލުވެރިކުރުމުގެ މި ޕްރޮގްރާމް ކުރިއަށް
ގެންގޮސްފައިވަނީ، އެ ބޭފުޅުން މަޤާމުގެ ހުވާކުރުމުގެ ކުރިންނެވެ. 2026 މޭ 17 ވަނަ
ދުވަހު، އެ ބޭފުޅުން މަޤާމުގެ ހުވާކުރައްވާނީ، އެ ބޭފުޅުންގެ މަޤާމުގެ
މަސްއޫލިއްޔަތުތައް ފުރިހަމައަށް އެނގިވަޑައިގެން ތިއްބަވައިގެންނެވެ. އެގޮތުން މި
ޕްރޮގްރާމްގެ ސެޝަންތަކުގެ ތެރެއިން، ލާމަރުކަޒީ ނިޒާމާއި، ނިޒާމުގެ
ޤާނޫނީ އޮނިގަނޑާއި، ޢަމަލުކުރަންޖެހޭ އިޖުރާއަތުތަކާއި، ކައުންސިލަރުންގެ
